Born in Stettin, Germany, Siebner studied at the Atelier Max Richter, Stettin (1943); and under Max Kraus and Carl Hofer at the Berlin Academy, Berlin, Germany (1946-1949). He travelled to Italy (1952) before settling in Victoria, British Columbia in 1954. He also made two trips to Greece, in 1975 and 1977. Working in oil, watercolour, casein, ink acrylic, gouache, crayon, woodcut, lithography, limited edition prints, sgraffito-encaustic, monoprints, and silkscreen, his early works are Abstract Expressionist in style. His later subjects include landscape, horses, and female figures as archetypal symbols of fertility, freedom and solitude from Greek myths, and dreams. He taught at the University of British Columbia Extension Department, Vancouver; the University of Washington, Seattle; and at the University of Victoria, Victoria. He was President of the Limners in Victoria, and received Canada Council awards in 1962 and 1963. He held solo exhibitions at the AGGV in 1955, 1966, 1970 and 1984, at the VAG in 1958, and the MMFA in 1956 and 1965. His work is in the collections of the AGGV, CCAG, EAG, MCMC, NGC, ROM, SAM, VAG and WAG.
